The Process of Property Purchase and Registration.

Registration of the right to ownership is produced in the Public Service Hall (Ministry of Justice of Georgia). Entire registration procedure is open and transparent and will take 2 hours maximum.

The registration process is following:

  1. Buyer and Flat owner come to Public Service Hall to register the purchase process. In case the flat owner cannot come, his / her representative needs to present notarized and valid Power-of-Attorney to his/her name.
  2. Conclusion of the real estate sale-purchase contract between Seller and Buyer. The contract needs to be on Georgian and Buyer’s language in case he/she is not a citizen of Georgia and does not speak Georgian. Contract to be prepared, aligned and printed out before the visit to the Public Service Hall.
  3. Buyer and flat owner signs The Public Service Hall 1-page contract / application which is in Georgian. You will need a translator with you in case you do not speak Georgian. The translator will translate the application in front of the desk operator so he/she will ensure you understand properly what you sign. If you do not have the translator with you, you will be able to find him at the entrance to The Public Service Hall. The service fee is 20 GEL by cash
  4. Buyer makes the payment of registration fee at The Public Service Hall cash desks depending on the terms he/she chooses. The payment can be done both by cash and credit card.
  5. Real estate objects are registered on a Buyer in accordance with concluded contract and satisfied payment. The registration is formalized in the Public Service Hall.
  6. Buyer makes the payment to the Seller according to the concluded contract. Payment can be made both by cash and non-cash payment. Meanwhile, in most cases the seller prefers to get money in Cash. So, get ready for that. As, if you withdraw full cash during the purchase process you will pay a significant withdrawal fee to the bank.

If the foreigner-buyer wants to make a bank payment, he can open an account in any bank without the additional barrier. He just needs the passport and money.

To register the ownership on a property, you need to submit the following documentation at Public Service hall:

  • Application (electronic application to be filled in by the front desk operator);
  • Proof of identity document. No translation is needed if it has English letters.
  • Signed contract between Seller and Buyer
  • Properly attested Power of Attorney if you are a legal representative of interested person;
  • On a case by case basis, additional documentation or information may be requested to decide on a given case.

The cost of Public Service Hall fee for the registration depends on the time frame:

Sale-purchase agreement and Extract from Public Registry about the ownership of the object of the real estate shall be prepared in Georgian language. If necessary, on client’s request are also available:

  • Translation into the client’s language (usually 3-6 pages) in the Translation Services. The cost is $5/page.
  • Notarization of the translation. The cost is 15$/document.
